The incident primarily impacted customers outside the United States, with users in EMEA and Asia experiencing more disruption.

ThousandEyes detected significant packet loss within Microsoft's network, preventing successful connections to affected services. During the peak of the outage, requests frequently timed out or returned service-related errors.

The service started to recover around 11:10 UTC, though intermittent issues continued until the issue fully resolved at approximately 13:10 UTC.
